The Real Estate Regulatory Authority, or RERA, was founded under the Real Estate Regulation and Development Act of 2016
It was established to regulate the real estate business and to address related concerns. And is the first to do so.
Its aims are:-

maintaining openness and reducing the possibility of fraud

to bring about Pan-India standards

to improve the flow of correct information between house buyers and sellers
Complaints can be submitted under Section 31 of the Real Estate Regulation and Development Act, 2016, with the Real Estate Regulatory Authority.
These complaints may be directed towards promoters, allottees, or real estate agents.

Can RERA overturn ‘Forced Consent’ agreements procured by builders for changing project plans?

Section 14 of the RERA prohibits developers from making any changes to the project plan without the approval of the house buyers.

The approval must also be explicit and related to the developer's proposed project or scheme.
