ORR to be leased at Rs. 6000-7000 crores

Hyderabad is planning on setting yet another record, in terms of the revenue collected through the Toll, Operate and Transfer lease of the Outer Ring Road (ORR) Expressway.

The Hyderabad Growth Corridor Limited (HGCL), is engaged in the operations and maintenance of the ORR.

It has decided to undertake Toll, Operations and Maintenance of the 158-km expressway through Public Private Partnership (PPP) on the Toll, Operate and Transfer (TOT) basis.

This will go on for a period of at least 30 years.

The HGCL has invited bidders for executing the contract on lease.

A senior HGCL official said, “As per our expectations, the 30-year lease will generate revenue of Rs. 6,000-7,000 crores for HGCL. "

At the moment, the HGCL is offering the operation and maintenance contract on an annual basis to the private agencies.

This lease contract has generated a revenue of nearly Rs. 400 crores.

But there have been a few challenges for the HGCL in executing this annual lease.

The HGCL has to invite bids from private agencies every year in advance for the next year’s contract.

This would consume a lot of time in finalising the bidders for the HGCL.
