Effective Utilization of Viaducts Irregular Open Spaces by HMRL

Hyderabad Metro Rail Limited (HMRL) is gearing up to build temporary commercial structures at open spaces that came up during construction of viaducts as part of the Public-Private Partnership (PPP) model, in order to efficiently utilize this type of empty spaces.

HMRL to Construct Temporary Commercial Structures

HMRL had purchased several properties on the curves and bends of the viaduct during the construction to provide the concessionaire with the right of way. The irregular open space below and adjacent to the viaduct is left off after accomodating the pier foundations. temporary sheet fencing was built to protect the remaining areas from encroachment.

Currently, HMRL is going to build temporary commercial structures in order to protect these open areas and effectively utilize the remaining irregular open spaces in curves and turns.

While these remaining open spaces are under the viaduct, permanent buildings are not possible and cannot be allowed because of height restrictions. HMRL is therefore involved in the development of temporary structures such as food courts, kiosks, etc. under Design, Build, Finance, Operate and Transfer (DBFOT) basis in the PPP model.

A senior official at the HMRL stated that the licensing agreement would be for 25 years, and it would be possible to sub-license the temporary commercial structures every day. Adding to this, a designated area of these structures may be used for displaying ads. However, during the license term, the licensee shall handle the management and maintenance of the temporary new structures.
