TDR Illustrated as Guiding Light of Hyderabad Municipal Body

Amid the fund crunch and pandemic denting of the coffers of Greater Hyderabad Municipal Corporation(GHMC), the transfer of development rights (TDR) turned out to be the city's greatest revenue saver and ensured the implementation of infrastructure projects.

Due to TDR and executed infrastructure projects, significantly slip roads and flyovers, the Civic Body saved over Rs 1,400 crore. The new system, particularly during the Covid-19 pandemic, became a win-win situation for property owners, builders/developers and the government.

Even though the TDR model was implemented a decade ago, a GO was released by the government in 2017, and further benefits were extended to property owners.

There were only 115 TDRs released until mid-2019, over a decade. Property owners who opted for TDRs, however, increased along with an improvement in the infrastructure work of the area. To date, 721 TDRs of 13,06,416 sq yards, amounting to Rs 1421.68 crore, have been provided.
