New LRS Memo Can Act As Hindrance for Properties near Defense Units

The recently issued new layout regularisation scheme (LRS) by the department of registration and stamps (R&S) would create hurdles for people living near defence establishments. 

Impact of New LRS in Defence Areas

According to the Ministry of Defense (MoD) regulations, a Local Military Authority (LMA) No-Opposition Certificate (NOC) is required only if the plot/layout or structure is within the 10-meter radius of defence units, but according to the new LRS issued by the municipal administration and urban development department (MA&UD), even plots within 500 metres of a defence establishment require local military authority NOC.

Within the limits of Greater Hyderabad Municipal Corporation (GHMC) there are several areas in the vicinity of defence institutions in Marredpally, Secunderabad, Golconda and Mehdipatnam. Hundreds of properties in those areas now require LMA NOC for LRS and the registration of future properties. The recent memo mandated the layout or construction permits for the registration of properties.

Members of the Forum For Good Governance (FGG) said that the proposed LRS would hinder the city's key strategy. The master plan was established in 2001 with a 20-year vision, but the current LRS has been developed to regulate land that falls under various areas, including forests.

The R&S memo would also impact for individuals who are involved in selling their land. According to the Telangana building laws, the buildings constructed in the plot area which are less than 75 square yards do not need building permits, but the latest memo forbids registration of property without building permission.
