Non-Agricultural Land Registrations to Be Done Via Advance Slot Bookings

Registration of non-agricultural lands in Telangana is to be commenced from December 14 as Chief Secretary Somesh Kumar formally launched slot booking on Friday, December 11 2020.

The move came a day after the High Court permitted the commencement of registrations with 100 percent advance slot booking. Initially, at each sub-registrar office, just 24 slot bookings were available per day. After full payment of the required charges and duties, as defined by the programme, slot bookings can be made by citizens online.

Persons with valid slots should visit the date and time assigned to them at their respective sub-registrar offices. The officials suggested that without advance slot booking, no transactions or registrations would be possible.

The Chief Secretary informed that the system of online registration would be a model for the whole country. And noted out that the mechanism has become open under the new framework and officials will not own discretionary powers.

After the registration of properties, mutation or modification of ownership will be carried out online immediately. After registration, an individual can obtain an e-pass book, and a standard orange-coloured passbook will be provided in 7 to 10 days.

Property Registrations

While previously, only 10 percent of registrations used to take place through advance slot bookings, now under the new system all registrations will be done through slot bookings. For people who do not want to share their Aadhaar numbers, the Chief Secretary informed that alternative arrangements would be made. At the same time, stating that 96% of registration-related services have been resumed and the remaining services will also be available shortly.

All measures to ensure data security had been taken also a war room with a total of 100 officials and experts worked at the State Secretariat to deal with any registration issues. To respond to public inquiries about registrations, a call centre would also run round the clock. Individuals should access the call centre by calling 1800-599-4788.

Applicants must have their property tax identification number (PTIN) for slot bookings. Those who don't have PTIN, within two days they can get the same from local bodies. As some people had questioned the government's orders in the court that Aadhaar and caste information of the property owners must be submitted to the Dharani portal, the resumption of registration of non-agricultural properties in the state was postponed.

The court instructed the government not to focus on the Dharani portal's Aadhaar number as well as other information and to start registration with the old process. In the first week of September, the registration of both agricultural and non-agricultural land was halted to facilitate the transition in the online process following the enactment of the New Revenue Act.

On October 29, when CM KCR launched the Dharani portal, the registration of agricultural lands started. However, owing to some technical issues and later petitions filed in the High Court, the registration of non-agricultural properties was delayed.

The Dharani portal has thereby got 1.24 crore hits, a total of 74,000 slots were booked, and 55,216 transactions were completed related to agricultural lands.
