The state government further eased the procedures for uploading the non-agricultural properties in Dharani portal by removing the time frame in its process.

No Time Limit to Upload Properties on Dharani

On Wednesday, the state informed the high court that there was no deadline for individuals to submit their non-agricultural property data to the Dharani portal. General Advocate BS Prasad told Chief Justice Raghvendra Singh Chauhan and Justice B Vijaysen Reddy's bench that it is a continuous procedure and there was no urgency to hurry.

The bench instructed the state government to file a counter affidavit in the PIL filed to challenge its decision on the entry on the Dharani platform of non-agricultural properties and personal information such as caste and other citizens' details.

In the PIL filed by lawyer Gopal Sharma, the bench, comprising with Chief Justice Raghvendra Singh Chauhan and Justice B Vijaysen Reddy, passed this order with a plea to prevent the State Government from proceeding with the ongoing State-wide survey to collect information about their owners' non-agricultural properties and various personal data.

Senior counsel D Prakash Reddy, appearing for the petitioner, stated that the data collected from the people and submitted to the website is not secure. Details of the Aadhaar card, caste and non-agricultural property are obtained by people and will be kept in the public domain where anyone can access. In fact, either an executive instruction signed by the State Governor or law does not support the government's decision.

In general, individuals have no interest in sharing their caste-related information. He added that the government had ordered its employees within 15 days to complete the data feeding work. Advocate General Prasad told the court in response to a question from the bench that there is no time limit or deadline for obtaining and feeding the properties data into the Dharani portal as of now. He said the government had taken all the measures necessary to protect citizens' data.

After the AG's statement was registered, the bench issued notices to the respondent, the State Chief Secretary, the Special Chief Secretary of the Department of Registration and Stamps, the Chief Secretary of the Municipal Administration and other bodies concerned with the filing of counter-affidavits on the issues posed by the petitioner, and posted the subject for further hearing on 3rd November.
