What is LRS?

LRS or Layout Regularisation Scheme is required and executed while dealing with construction proceedings in a Municipal area. It favors regulating the unauthorized and illegal construction work after getting confirmation from the concerned local body. Several municipal bodies such as Municipal Corporation, Urban Development Authority, Director of Town and Country planning work to approve the layout.

LRS 2020 is associated with the regulation of unapproved layout entitled to the building permit from the concerned competent authority. To legalize the construction work and avoid unnecessary exemplary penalties, this scheme plays an essential role in regulating such approvals. 

LRS Telangana – A brief Introduction:

The Layout Regularisation Scheme in Telangana operates under the name - Telangana regularisation of unapproved and illegal layout rules, 2020. According to the scheme, the regulations and permits cover all sorts of illicit and unapproved categorization of plots and layouts. The registration of such approved plots is not allowed as per the government legislation. 

The purpose behind LRS:

The Government of Telangana has launched the land regularisation scheme (LRS 2020) and the building regularisation scheme (BRS) to ease the construction work and boost the real estate industry.  

All kinds of building and construction work are eligible to take the advantages of scheme provisions. It is managed by a separate enforcement wing that helps curb the illegal and unapproved construction work under the LRS 2020 scheme.

As per the documentation process of LRS in Telangana, the applicant has to file an online application, or the other way is to visit MeeSeva centre after the payment of the due registration fee. The registration money is Rs.1000 for the individual plot owners, including the application amount. The developers of layouts have to deposit a fee of Rs. 10,000 dedicated to the whole layout.

The mode of payment can be online or offline, along with the submission of a self-attested copy of the very first page of the registered title deed. If the plots are yet not sold, the layout owner has to file the copies of the sale deed, which is approximately 10% of the total slots. 

The regularization of the application process reveals that the municipal body can ask the individuals or layouts owners to produce a document as soon as an intimation is processed. Also, an initial registration has to be filed, which is one of the scheme's norms. The penalty charges are levied that are necessary to convert illegal construction work into a legalized framework. 

LRS Guidelines:

According to the guidelines under conversion charges, if there is a deficiency of 10 percent of open space for an unapproved layout, there is a penalty of 14 % of the total plot value along with payment of conversion charges. The payment can be made in a single shot or in instalments within the dedicated time. If the plot's regularization process fails, no relaxation will be granted concerning time or amount/fees, and finally, the layout will be declared as unauthorized.

  • Front page of the sale deed
  • Layout copy (The pictorial representation of your plot with details of all four sides)
  • Aadhar Number of the plot owner

How to apply for LRS in Telangana:

Step 1: Visit the Telangana Government LRS website and click on the link named as "Apply for LRS 2020" where you will be navigated to the OTP validation page

Step 2: Enter your mobile number and validate the generated OTP. You’ll be redirected to the application page

Step 3: Select either Individual Plot or Layout under- Regularisation Apply for.

Step 4: 

Area/Locality Details:

  • Under Plots/Layout, choose the concerned Municipality, gram panchayat, or Corporation and specify the Mandal/ Zone and your ward number. 
  • If Municipality - select District, Municipality Mandal, select Ward, and if Panchayat – select District, Mandal, Panchayat, Village. 

Plot Details:

  • Plot Number, Locality, Survey Number and Select Village, 
  • Area/Extent of the plot in Sq. Yards, Sales Deed Number, Sale Deed Year, Registered at (Sub-Registrar Office), etc. 

Upload Documents:

  • Sale Deed Front Page
  • Copy of Layout
  • Other Document Type

Applicant Details:

  • Applicant Name
  • Father/Spouse Name
  • Aadhaar Number
  • Gender
  • Address
  • Mobile Number and Email id

Step 5: Payment

Proceed to complete the payment of Rs. 1000/- and with either of the 2 ICICI Gateways. On successful payment, you will receive the acknowledgment with your application Number for further usage.
