Layout Regularisation Scheme Aroused Doubts in District of Ranga Reddy

Many property owners, real estate builders and dealers are worried about getting approval under the Layout Regularization Scheme (LRS). People have been informed in many panchayats around the city, particularly in the Ranga Reddy district, that registrations will only go through with the approval of the LRS.

Many landowners with layouts have not applied for LRS, falling under the panchayats, as it was only required for municipal areas. In Ranga Reddy alone, it is assumed that there may be 50,000 such projects.

Officials in sub-registrar offices are seeking permission from the LRS. Still, allegations have been made that they have already paid the fees and completed other formalities according to the panchayat's rules. Challans were paid according to the laws of the panchayat as well.

Many individuals getting rid of their land to educate their children or marriages are now left destitute. Piduri Shyam Sekhar, a retired employee, said that he had a small 200-yard plot in Ravirala, but they asked for LRS documents when he reached the sub registrars. Small players such as document writers, agencies, brokers and small real estate firms charging a higher rate, SVR Kumar, Ranga Reddy's real estate builder.

As part of the week-long programme, many real estate groups have expressing objection to LRS. There were protests in front of the Ranga Reddy, Khammam, Mahbubnagar and Nizamabad sub-registrar offices. Real estate owners in other districts have asked that LRS be scaled back and 130 GO be removed.
