To simplify rules and procedures for acquiring building approvals MA & UD Minister KT Rama Rao passed the TS-bPASS (Telangana State Building Permissions Approval and Self Certification System) Bill on Monday.

Telangana Building and Layout Permission Rules

Ushering in a new era of transparency through a single-window clearance for building permissions in urban areas, the Government introduced TS-bPASS system in the state. The Bill seeks to bring in revolutionary reforms that will put an end to endless wait and bureaucratic hurdles in obtaining building permissions. 

Self-certification and deemed approvals make it landmark legislation in municipal reforms. Minister stated that no other government in the country had introduced such a policy. TS-bPass will become India's first-ever integrated platform for property approvals. 

The building permits would be approved within the stipulated 21 day period under the new regulation. The proposal shall be considered to have been accepted in the case of a delay of more than 21 days, and the official concerned shall be liable to reply to the applicant within seven days, during which action will be taken. Furthermore, municipalities may grant building permission based on the applicants' self-certification, and this permission is also valid for raising housing loans.

Key Points of TS-BPASS Bill

• A single-window system for obtaining multiple NOCs using the One application form.
• Processing of tentative layout approval requests through online self-certification.
• Managing Land use and Land conversion certificates.
• Post verification of the permissions issued.
• The building permissions will be sanctioned within the stipulated period of 21 days.
• For plot size upto 75 sq.yds, no building permission and occupancy certificate are required. 
• One can obtain instant permissions for constructions in plots size from 75 sq.yds to 600 sq.yds through self-certification and begin construction works.
• A single window approval will be declared for all layouts and buildings in plot sizes of more than 600 sq.yds and more than 10 metres in height.
• The new TS-bPass system will fast-track building approval with minimal documentation and ensure a transparent delivery of citizen services.

The newly introduced online TS-bPASS system would accelerate ease of real estate business in Hyderabad.
